City and new circulations of capital: first reflections on transnational property in Southern Europe

As a follow-up to the Barcelona and Turin meetings of 2019, as well as the webinar in Athens in 2020 conducted by the Metropolises program, with the participation of the Urban Observatory program, the French Schools of Athens and Rome are organizing two days of exchange around social science research. The days are also co-organized by the team of the ongoing research program “Histories of Athenian Buildings-ISTOPOL”, led by Harokopio University.
Together, the papers will interrogate a central question: how does transnational property develop today in the metropolises of Southern Europe? By revisiting the contributions of previous meetings on housing transformations, and by addressing both the modalities of these investments and the spatial and urban practices that result from them, this meeting aims to decompartmentalize the study of transnational real estate circulations. To this end, it will consider together owners with heterogeneous social profiles and plural real estate capital: primary residences, secondary residences, short and long term rental housing. From Athens to Lisbon, from Naples to Gstaad, from Paris to Barcelona, the aim will be to compare recent or current fields, to reflect on common lines of analysis that may emerge or to exchange on survey practices and research protocols that will allow us to better understand these circulations and their multiple effects on the territories.
The Metropolises program (2017-2021)
Led by the French School of Rome in collaboration with the French School of Athens and (until 2019) the Casa Velazquez, the Metropolises program examines the effect of the 2008 subprime crisis and austerity policies on Euro-Mediterranean metropolises from a trans-scalar perspective, using disciplines interested in territorial issues (geography, planning, sociology, etc.). It is based on scientific meetings, doctoral training workshops, and has resulted in publications.
The Metropolises program relies on collaboration with Italian, Spanish and Greek partner universities and also with the CdV (2017-19), which questions the effects of the crisis on the main Spanish metropolitan areas, and the EFA Urban Observatory (2017-21), which analyzes metropolitan socio-spatial mutations in Greece, in particular from the perspective of migration and segregation. Dominique Rivière, a professor at the University of Paris, is the program leader within the UMR Géographie-cités.
